How are we supposed to submit a bug when there is a Permission Denied error on the Workflow

Where do you try to submit a bug?

Right off the Get Help option and Submit a Bug or Enhancement - opens the RTC work item but the fails when you try and save with the error

Permission Denied. You don't have permission to perform the following actions:

Confirm (Eclipse Way Workflow) (action/com.ibm.team.workitem.eclipseWayWorkflow.action.confirm).

We are running 5.0.2 currently, this might be a reason and worth submitting a request.
