there are really three functional areas

1. project admin
2. project planning
3. source code mgmt.

since 4.0 more and more function has been made available in the web UI for
1 & 2, tho not all.

3 is really for the developer.. you can VIEW the source in the web, but cannot do the SCM operations

so, admin would use both
planners would use the web ui.
developers would use both
