How can I hide code from a team in my project area?

Hi

I have a project area in RTC 4.0.5, and a set of teams/team areas.  I want to hide the code from a certain roles. Users in this role need to be able to raise work items in the project area - just not actually see the code.

Is there a way to do this?

Last time I did this I assigned stakeholder license to these users.

Another option would be to have the streams and components being owned by and visible only to some teams. These users would only be member of the project or a team that does not own streams. That way they won't be able to see the code.
Or you manage the code in one project and the work items in another. This is how we do it on Jazz.net.
