Restricting modification of work item owned by a user
How to restrict other user to access or modify the work item owned by other user in RTC.

I would like to suggest you clarify your question.
What do you want to achieve? Why? Other than that permission to modify attributes and states of work items are only role based. If you can read a work item and if you have permission to modify it, RTC will let you. There is also no way to hide work items so that only the owner can see them. https://rsjazz.wordpress.com/2014/05/26/only-owner-can-close-workitem-advisor/ describes an extension where only the owner can close a work item. You can modify that so that only the owner can modify the work item (if the owner is set). Abhinav Mishra selected this answer as the correct answer
