Users do not see their streams after migration between databases

After migration from db2 to Oracle (RTC 4.0.6) (using repotools -export and repotools -import) users no longer see and have permission to their private stream. The streams are not visible in available streams or the uses get 403 error when loading workspace.

Despite we did not find the root cause of the issue, there are two work arounds:

1. Create a new TeamArea, an assigned one of the stream to this TeamArea. With this new TeamArea it worked.

2. Move the TeamArea from 1. Back to the original values and it worked also.
