RTC online help links for current and previous versions

Background:

There used to be a link at the bottom of the main RTC web page (https://jazz.net/products/rational-team-concert/) that led to the online (web) help pages of the following format:  In this case, we could expand under "Managing Change and releases" on the left navigation tree to get to various online help topics.

   https://jazz.net/help-dev/clm/topic/com.ibm.team.concert.nav.doc/topics/c_node_product_rtc.html 

However, following the "Product documentation" link from the "Downloads" (Latest Versions) page...

    Downloads: https://jazz.net/downloads/rational-team-concert

    Product documentation: https://jazz.net/library/#type=documentation

... a list of links to the old online help is given:

Collaborative Lifecycle Management 4.0.4 Online Help (official)

   1) https://jazz.net/library/documentation/1348

...resolves to:

   2) https://www-01.ibm.com/support/knowledgecenter/?lang=en#!/SSYMRC_4.0.4/com.ibm.rational.clm.doc/helpindex_clm.html?cp=SSYMRC_4.0.4%2F0

Question:

Does one of the links on #2 above lead to the online help for 4.0.4?  If not, how do we get there?

I can't seem to find a "Managing Change and releases" following the links for #2 above.

 Hi Michael,
The link #2 https://www-01.ibm.com/support/knowledgecenter/?lang=en#!/SSYMRC_4.0.4/com.ibm.rational.clm.doc/helpindex_clm.html?cp=SSYMRC_4.0.4%2F0  is the official online help for CLM 4.0.4, which was on Information Center and now moved to IBM Knowledge Center.
If you expand "Rational Team Concert 4.0.4" on the left, you can see "Manage change and releases" section in it.

Thanks.  I thought I had tried that yesterday but I must have clicked on the wrong item.

The performance of the knowledgecenter site has been extremely slow for me the last 2 days.  Is that typical?  I am running IE 8 but I don't see the forum or RTC 5.0.1 online help being as slow as knowledgecenter.
