Is there a way to prohibit people from deleting files and folders

 Have a request to be able to allow users read/write access but not be able to delete folders and files with the exception of an admin who will do all deletions.  Is this possible?

There's nothing available out of the box. Your best option is to write a custom precondition advisor to check change sets for any deletions and prevent delivery if deletions are found.

 I don't think so.  A structural change (file additions, deletions, moves/renames) are treated the same as a content change.
