Currently, you cannot embed a Test Suite within another Test suite

Unfortunately, nested test suites is not supported.  However, you can nest test plans and each test plan can reference test suites.

QM allows you to create a Master/Child Test Plan Hierarchy; here is a link to the online help that will walk you through the process
