Jenkins Plugin: build user can't access load rule

 Hi,  We are using the new Team Concert plugin with Jenkins.  I am seeing an issue where if a developer changes the load rule file checks it in and delivers it to the stream, the the build user that owns the 'build' work space cannot access it from the stream.  Both work spaces flow from/to  flow from the same stream.    The load rule is initially checked in to the build work space, not sure that is relevant.  The build work space has no problem accepting regular source code, but if the load rule is delivered then it gives this error.  Any ideas?
