JAZZ DEVELOPER
You can create multiple dashboards. They can be role based. Here is a sample of Rational Team Concert development dashboards.

 https://jazz.net/jazz/web/projects/Rational%20Team%20Concert#action=com.ibm.team.dashboard.viewAllDashboards

If this means that change appearance of single dashboard based on role, then this might be difficult.
