In RTC 4.0, there are new features added:

Does that scm command [List file states and delete the contents of a file] is the one corresponding to GUI deletion's new feature: "Permanently delete content associated to a file change" or not?
If not, is there any scm command for the new feature: "Permanently delete content associated to a file change"?
