Post-install JTS 4.0.4 & installing licenses

Looking for a good HOW-TO on how to install licenses for JTS.  I have installed JTS/CLM/WAS and can access different components of CLM from another PC.  Now, I need to get the licenses we purchased working. 

Do I generate the keys from Rational License Key Center and install them on the same server as JTS?
Do I generate the keys from Rational License Key Center and install them on the #2 server?



Our topology:

Server #1:
JTS/CLM 4.0.4
WAS 8.5.0.0
Windows 8 Enterprise

Server #2:
MSSQL & DBs
License key manager (is this the same as license server?)
Windows 8 Enterprise
