 Is it possible to link task and particular component baseline/stream snapshot  (not changeset)?

Linking a task to a particular baseline is not currently supported, but is requested in work item support associating baselines and snapshots to work items / change requests (169444) .

Do you know if it's possible to track component/snapshot state (without additional tracking workitem)?

 You can add a snapshot url using the "Add Related Artifact" in the Links section. Not sure about baseline.
