I think you would use the API, not OSLC.

Have you tried the 'scm list changes' command in the RTC CLI? See http://pic.dhe.ibm.com/infocenter/clmhelp/v4r0m5/index.jsp?re=1&topic=/com.ibm.team.scm.doc/topics/list.html&scope=null
