How can I use Plain Java API to deploy report resources for child project areas?

I have a master project area and 800 child PAs. From https://jazz.net/forum/questions/133410/updating-custom-report-and-templates-in-150-projects I understand I have to redeploy the report resources for the child PAs one by one (800 times).

To save the time, I'm thinking to develop a Java tool to do the task. Is there any way to deploy report resources using Java API?
