[Releng]A question to testInstall.zip

When testInstall.zip is unzipped,there is a directory named eclipse.test.There is an eclipse in this directory, and there are many RTC plugins and the test plugins for different component(repository,process,work items etc...)

My question is:
Is this eclipse simulate the RTC client?That is,it is the RTC environment for testing ?
such as JUnit plugin test to login to a started server,and this eclipse is used as the environment to run the test case in it?
