Where is the Latest Metrics by Namespace report in RTC 3.x and 4.x?

I want to seek ways reducing the RTC db size, and find the the tech notes for how to resolve Latest Metrics by Namespace report shows the change event log takes much size. 
And this question also mentioned Latest Metrics by Namespace report to see what determin the db size growth

But I have not found this report in 4.x. Does this report cancelled in 4.x? Does 3.x has this report?

I think I find the answer:

"this is an internal report that we use to diagnose customer issues. Any reason you need to run it? The report can be deployed using the "Deploy New Templates..." action by right-cliking the Report Templates node in the team artifacts navigator in the RTC Eclipse client."
