Artifact Management in the RTC Web Client and file overwrite

 In the web client if 2 users check out a file at the same time and both don't lock the file.  The first user checks the file in and it stays unlocked (or if they were forced to lock it unlocks the file).  It appears the second user is able to still check in his changes and overwrite the first user.  Is there a way to prohibit this?

Do you want to require this for a particular file, for a particular type of file, or for every file in a specified stream?
