Is it possible to change a work item type, for example, from a task to a story, or vice versa? If work items cannot be changed, what is the best workaround? Should we resolve the offending work item and create another work itrem of the proper type?

Yes, the type of a work item can be changed. Just click on the modify
button to the right of the type display, and select the new type.
