Assuming your question is about Rational DOORS (since you say project archive, and not archive project area), and not DOORS Next, there's no command line switch to create a DOORS project archive.
But, you can write a DXL script to perform archive operation and run that script from command-line. Refer to the -b (batch) switch in the Configuring the registry and using command-line switches for the Rational DOORS client section of DOORS Help.
