usually the report templates are available in the com.ibm.team.examples.reports.common_xxx.jar under
conf/ccm/sites/rtc-commons-update-site/plugins directory.

I believe you are referring to Work Item Timesheet Summary report which is part of v4.0.3 M2 as per : https://jazz.net/downloads/rational-team-concert/milestones/4.0.3M2?p=news

so you should find the .rptdesign file from the v4.0.3 M2 installation directory.
