Looking for help with locating full documentation for a "Require Work Items to Match Query" feature available with RTC 4.0.1

Hi I am looking for detail documentation on how to implement "Require Work Items to Match Query" feature identified on JAZZ.net @ https://jazz.net/library/article/1075/. In specific I am looking for help in understanding how does this relate to a query and can it be implemented to use with multiple streams and queries in mind.

It relates to a query in that you select one of your defined queries when you are configuring that precondition.    The precondition applies to all streams that are owned by the project/team area for which that precondition is set.
