Is there a way yet to view all RTC work item descendants in the web app? I want to be able to drill down from the parent and see all children and grandchildren until I have no more leafs to visit

If you mean with webapp, RTC, you can see this Information in plans, in  the workbreakdown view.

How are the descendants shown? As "expanded" from the parent?
