can't bulk change custom enumeration in 4.0x?

Has there been a known change in the Eclipse 4.0 client (or perhaps this is a bug) ...

Using a 3.0.1 client, I can query work items that contain a custom enumeration, right-click on one or more, and do a bulk change by Change TargetRelease  (TargetRelease is my custom enumeration).

Using a 4.0.0.1 client, the "Change TargetRelease" is no longer visible. 

It can't be permissions or anything like that as I am using the same userid, project area, and query.  It seems to purely be dependent on 3.01 vs 4001 client.

Susan, what Client are you using? Eclipse? Web-UI?

Looks like the problem is reproducible using Eclipse 4.0.0.x as well. I cannot locate any defect so far. You may want to submit one.

Bulk update of custom Enumeration attribute in Web client seem to work OK.
