Why the tag in module view do not effect in artifact with RRC 402?

I just know RRC 402 has module feature and have a try today.
The module view is like the outline of imported doc. The headline is imported as artifact. I choose imported as requirement artifact so the module has many requirement artifacts. I click into one of the requirements artifacts and add tag for it. But in artifact view, I can not see the tag I added in module view. Are they different tag? And I should back to the artifacts view to add tag again?

Tags that are added to an artifact while in a module only appear when viewing the artifact in that module.  So if you see that artifact outside the module, you will not see that tag.  (same for links and comments). 

As a side note, if you add tags, comments or links to the "base" artifact (the artifact that you see in a folder view), those will not appear when you see the same artifact within a module.  However, there is an option at the top of the module to "Include links, tags and comments from base artifacts".

 Why don't the module artifact and "base" artifact have the same link and comments?

In my mind, the module artifact is the same as "base" artifact, so it confused me when I add tag in module artifact but can not see in "base" artifact. If they are different, I should add twice for links and tag to keep consistent. Or I should only read module, so the value for me is only the outline view, cannot manage artifact in module(I mean tag and link).

For your word "However, there is an option at the top of the module to "Include links, tags and comments from base artifacts".", could you help to figure out how to config it? Thanks very much!~
