Just an addition to the above link, users usually getting onto such requests of synchronization, usually have a huge amount of data already available in CQ - hence its important for you to know that the CM API used by the synchronizer in RTC 4.x is for 7.1.2.6.
So if you are looking at Setting up the synchronizer - mostly as a gradual move from CQ to RTC [latest version, lets say 4.0.2] - I would recommend you first upgrade CQ to 7.1.2.6 or 8.x and then go in for the Synchronization.
