Access denied for the Jazz.net page for RTC101 upgrade?

In the page "Upgrading to Rational Team Concert 1.0.1" (https://jazz.net/downloads/rational-team-concert/releases/1.0.1?p=upgrading), there is a section called "Upgrading a Server from One Rational Team Concert Edition to Another".

In this section, there is a statement "....For information on performing a database migration, see ". However, clicking the link leads to the page "Access Denied".

Any idea? Thanks,
