The RQM produce does not have a Developer CAL associated with it.
Because it is a separate product, it's CALs are designed to enable a
different set of function.

If you would like to use the RTC functions from Developer, you should
probably install RTC rather than RQM.

RQM has it's own Viewer/Contributor CALs. Once you have the RQM Jazz Server installed and the CAL's uploaded, you can install RTC and access the repo just as you would a "normal" Jazz Server, there there are differences in what you can do to an RQM project area.

Can you provide a little more detail about what you have done, and what
you are expecting?

It is not possible to install RTC and RQM onto the exact same server
instance. If you have RTC installed in one server and RQM installed
into another, than the RTC server should have it's Developer CAL
available and RQM should have it's RQM CALs available.
