Build fails to finish when starting Apache Tomcat

I have a build that runs an Ant task that starts Tomcat through the batch file, but the build never completes. It just sits in the running state until Tomcat is terminated. Why doesn't the build finish since the batch file that started Tomcat finishes?

This has been entered as defect:

Builds don't finish when invoking CMDs from ANT using spawn="true" (249261)

There is no workaround currently.
