API for creating Artifacts using RRC Template

I am trying to create a requirement using the OSLC API for RRC.
I have a requirement to create an artifact to specify the shape as well as the template which should be used.
Is there any specification available for doing this?

Users can not specify a template when creating artifacts using OSLC.  The suggested way to create artifacts is explained in : https://jazz.net/library/article/1197
