Statement of Work to setup an Enterprise SCM/ALM

If you were ask to write this SOW, how would you write it? Assume the situation is as usual that there is no standard processes and tools in the organization, and they want to consolidate it. It has to cover the whole SDLC: review the existing processes, design new ones, implement the process, automate them in tools.

Well, it depends on the organization and the specific goals of setting up enterprise SCM/ALM.
But you can use IBM products when your SOW is something like this -
Deploy, adapt and use a solution for Collaborative Lifecycle Management which seamlessly integrates tools and provide best support for Task Tracking, Source Control, Agile Planning, Continuous Builds, Configurable Process, Requirement Management, Planing and Execution of test plan.
