[closed] Can't download RTC 4.0.0.1

I am having problem downloading RTC 4.0.0.1 in the last 3 days. I click on this link:
https://jazz.net/downloads/rational-team-concert/releases/4.0.0.1/RTC-Web-Installer-Win-4.0.0.1.zip
it redirects to
and I get this error in Chrome: Error 102 (net::ERR_CONNECTION_REFUSED): The server refused the connection.
I tried IE9 but got the same problem.
Can somebody help me? Thanks!

We are currently working to fix this problem. For now, replace https with http on that URL, and it will work.
Background: Certain download links (most notably the 4.0.0.1 download button) are causing this bug to occur, but we're having trouble tracking down the cause. It seems to be a bug in our Tomcat 7 web server. Stay tuned. Dung Phan selected this answer as the correct answer

I tried to download 4.0.1 Eclipse Client today and was unable to get it. I must have tried 10 + times in different machines and browsers. Around December 2012, we had this similar issue when we were trying to download RTC 4.0.1. I looked at the WI 75810 above and its status is resolved. Is this really resolved? Comments

This is also working for me.
Try to follow the download tips and get a download manager. Maybe that solves your issue.
