CC connector: Active import blocking sync engine restart

In a test environment, while attempting to deliver outgoing change
sets to my CLONE workspace via the synchronization process, my
Windows machine lost power.

Upon reboot, my synchronized stream indicates that I have an active
import, and that it's 99% complete.

When attempting to restart the synchronization engine to complete the
import, I receive the following ClearCase Connector error message:
"Unable to start synchronization engine due to the following
error: Synchronized stream in use by another process."

Looking for a course of action to continue forward.
