Mark field "description" as required :

Open your Project Area
Click on Process Configuration
Expand Team Configuration
Click on Operation Behaviour
Select Operation Save Work Item (server)
Check Preconditions and follow-up actions are configured for this operation
Add a precondition called Required Properties
Click on Required Properties and edit required properties for the given work item type.

In newer versions of RTC Required Properties have been renamed Required Attributes For Types and State.
