  1. No - RTC supports 3 types of dashboard: project, team and personal.
  2. Open the RTC eclipse client and then go to File -> Import -> Team -> Work Items from CSV
  3. How do you mean share? You can copy work items from one project area to another using the Move/Copy button at the top-right of the work item editor.

1. What you can do is look at the Process Configuration of your Project Area, then Project Configuration-Permissions or Team Configuration-Permissions, and there, you can determine which Role can Create/Delete/Modify the Project, Team or Personal Dashboards.
