How to remove Public from "Restricted Access" drop-down

Hello,

We are using RTC 3.0.
I have a question around the usage of the "Restricted Access" attribute.
We add it to the type using the editor presentation.
When one creates this type he can see the correct information and Public.
How it is possible to not see the Public in the list?
We would like to remove this option.
