CQ Sync shows status as OK, but changes are not sync'ed

Using RTC 3.X, when a scheduled synchronization job runs, some workitems are not updated.
Despite this fact, the status of the synchronization is OK.
The same WI synchronization works fine when invoked by hand, rather than using a schedule.

Searching in the CQ gateway log, I can find error message "Exception message: Concurrent changes to external state values have conflicts"

Is this a bug?

When the conflict happens, the sync status should not be "okay".
Core Dev Team stated that the sync status is working as designed though it may be considered poor,
since it's not reporting all issues encountered since those issues are occurring before the sync request is formed/sent.
