Cross-Repository work

I have looked through a bunch of documentation but can't seem to get a definitive answer. We are using RTC 3.0.1.

Someone has told me that there is a way to setup RTC so that you can have Queries (simple work item query) to cross a repository boundary. So say we have multiple project areas and repositories and Joe opens defects that end up in all of them.

Can we setup any kind of linkages between the repositories that allow him to create a Work Item Query that says "all Defect work item types created by me" and have it show them across all repositories and project areas?

Everything I have read says no, that a query cannot cross a project area, and a Report cannot cross a repository boundary.

Can this be done?

I am not aware of any way to make a query cross a repository boundary.
You can use reports to cross repository boundaries.
