Hi @jmfitz1031,
In RQM RC2 in "Manage Project Properties" and "Test Script Preferences" section, you can check "Allow linking between Requirements and Test Script steps". then testscript step can linked to requirement.
In the new version of Rational Quality Manager Can you link from requirements to individual test steps?
