How to write announcement in home Page is not in English?

Hi

We are changing the text on the page homeContent.jspf (http://publib.boulder.ibm.com/infocenter/ramhelp/v7r5m1/index.jsp?topic=%2Fcom.ibm.ram.web.doc%2Ftopics%2Ft_create_announcements.html)
Content in hx:jspPanel id="adminAnnouncments" rendered="#{pc_Home.admin}" write text in charset utf-8 (show text for locale ru_RU). After updating theme is displayed in a strange encoding. How to set charset in homeContent.jspf to display symbols of national languages? Or how to write announcement is not in English?

P.S. We use the configuration - IHS + WAS 7 + RAM 7.5.1.
