Confused by this webpage: Product framework

This is the first time I heard this term: "Rational Team Concert Developer". What is this talking about, or just sales stuffs?

Short question: if I want to use RTC to support mainframe developers, do I need anything else other than RTC 3 and an enterprise license?

1. Rational Team Concert Developer for IBM Enterprise Platforms: Designed for enterprise developers for IBM i and System z

2. Rational Team Concert Developer for Workgroups: Designed for small to medium-sized teams of up to 50 developers

3. Rational Team Concert for collaborative change management: Effectively manage issues, tasks and projects with transparency and planning

"RTC Developer" is one of the RTC licenses you can buy.
For a list of the RTC licenses, see:
https://jazz.net/downloads/rational-team-concert/releases/3.0.1.1

From that page, you'll see that there also is an "RTC Developer for IBM
Enterprise Platforms" license (I assume that is what you meant by an
"enterprise license"?). This license gives you access to every RTC
capability (in the page quoted above, this is clear, because you'll see
it has every capability line checked).
