no workflow change in child task unless parent is approved

Do we have any coustomization where child task cannot be worked upon unless the parent task is in approved state.

Not that I know, but it would be relatively easy to write a precondition that checks it. You can look into the Extensions workshop for details. That is a post-condition, in the Team WiKi you can find details on a pre-condition.
