how to cut down float license release time?

the default time is 7200 s
I try to decrease the number less than 7200, show a error message :
CRJAZ1287I check out time must EL 7200
I ignore the error, change the number to 1800,and save,then restart the server.
The number does not take effect,the release time still 7200
But the client think the time is to long and will effect the concurrent user number.
As far as I know ,clearcase license release time can be decrease to 1800
Does RTC can reduse to 1800 or less time?

I believe the error message was correct (you cannot decrease the
auto-release time to less than 2 hours).
As of 3.0.1 (or perhaps even 3.0), a user can explicitly release a
license by logging out.
