Unable to associate work item with change set in RSA 8.0.3

This seems like a fairly straightforward activity to perform but I have been having trouble associating a work item with a change set in Rational Software Architect (for WebSphere) 8.0.3 and am hoping that someone out there has an idea of what might be going on. I have installed RTC client 3.0.1 into my RSA 8.0.3 installation and have both my work items and work space showing up. The Pending Changes view displays my outgoing pending change set and allows me to deliver it successfully as well. When I right click on the change set (prior to delivery) I do not have a menu choice for associating a work item.
I have a menu choice for Related Artifacts, but it only shows 'Open' and 'Associate Change Request'. If I open my workspace in a separately installed RTC client, I get the full set of menu choices (same as above plus 'Associate Work Item' and 'Remove'). If I associate the work item in the RTC client, and then click 'Related Artifacts -> Open' in RSA, the work item opens up as expected.
I've tried dragging the work item over to the pending change set, but that also had no effect. Anyone have any thoughts on what may be causing this? Is there a setting out there that I didn't set appropriately?

I think you'll have to open a work item. You should have the action to associate a work item. There might be some kind of incompatibility or problem when installing into RSA. Please include screenshots of Pending Changes and the menu with the missing action in the work item. Also, explain how you installed RTC (p2 repo, IM, etc.)

I ended up installing RTC using IBM IM into the existing IBM RationalSDP repository for RSA.

I think you'll have to open a work item. You should have the action to associate a work item. There might be some kind of incompatibility or problem when installing into RSA.
