No, what you're directly asking for is not possible.
In the 2012 release of the CLM products we're strongly considering adding Clustering support for WAS, which may help in this regard.
Additionally - has your IT team looked at the latency between your sites and whether anything could be done from a network infrastructure perspective?

Are you using Firefox or IE? Any noticeable difference between the two? Firefox generally performs better and there are some tweaks that can be made in IE if your users are using a different locale (language) than the locale used for RQM.
