CRJAZ0545I permisaioned denied when adding next admin user

Any ideas why we would be receiving the following when we attempt to add a second administrator to a project or when attempting to archive a project.

Env:
Redhat 5.1
WebSphere 6.1.0.15
DB2 9.5 Exp (from the Jazz standard install)
Jazz Beta 3 standard install.

Exception:

01:57:11,530 DEBUG repository.service.internal.rdb.RepositoryDatabase - CRJAZ0545I transaction failed to complete: com.ibm.team.process.common.advice.TeamOperationCanceledException: 'Save Project Area' failed. Permission denied.

The user profile is a member of JazzAdmins and JazzDWAdmins

Forgot to add this the user has all client access licenses.
