Do license need to be assigned for read only access?

7.5.0.2 : Whenever I give consumer access (read asset detail, download, search and browse only permission) to any user, user is able to perform search the assets, but when he tries to read the asset detail, it gives error as 'There are no consumer or publisher licenses installed. Cannot acquire a license'.

This error get resolved, if I assign publisher licenses to those.

But in ideal scenario, publisher license should only be needed if user have been given create or update (or any administrative access) (as per my understanding).

In 7.2.0.2 I was able to assign consumer without even assigning them any publisher license.

Please let me know, if I am wrong somewhere, or if you have any workaround.

If you are running using "Standard" licensing then there is only the
authorized license (per user). This is required for reading too.

If you are running using "Enterprise" licensing then reading requires at
least a consumer license (token, floating, or assigned). If none is
available then it requires a publisher license (token, floating, or
assigned).

Reading is not free, a license is required for reading too.
