Enforce order of work-items

Hi,

We found many possible linking options of work-items in the work-items editor's tab "links". ("Blocks", "Depends on", "Parent", "Child") Are these settings enforceable? They don't seem to be so far: Assuming there is a work-item A, which is marked dependend on work-item B. RTC allows to mark the work-item A as "fixed" although B is still marked "open"

If yes, can these settings be defined in a process template and be applied when creating a project area thereon.
