For SVN: see http://publib.boulder.ibm.com/infocenter/clmhelp/v3r0/index.jsp?topic=/com.ibm.team.scm.svn.doc/topics/c_intro.html

or http://publib.boulder.ibm.com/infocenter/clmhelp/v3r0/index.jsp

and then navigate to "Integrating" -> "RTC and Subversion"

Other people have already responded to the SVN/CVS question. There is no direct import from VSS - you may be able to convert from VSS to SVN then to RTC.
