Creating pop up window using policy within the life cycle

Hi,
By any chance can we create a pop up window through policies or any configuration within the life cycle.Our policy should read the input from pop up window and move the asset to another state based on logic.

Hi,

Policies run in the background. There is no way to ask for user input
when it runs.

All of the decisions need to be made upon current asset information.
